Rockingham County Man Arrested on Domestic Violence and Firearm Charges

Rockingham County, N.C. – (BTW21) A Rockingham County man has been arrested and charged following a domestic violence incident reported to authorities on April 1, 2025.
According to the Rockingham County Sheriff’s Office, a 50-year-old female victim reported that she was assaulted by her live-in boyfriend on March 27, 2025, at their residence located at 7997 NC 700, Ruffin, N.C.
The victim was interviewed by HELP Incorporated and Rockingham County Sheriff’s Office investigators, leading to an immediate Protective Order (50B) being obtained against the suspect.
Following the investigation, authorities issued warrants for the suspect, identified as 58-year-old Frank Donald Heffinger (also known as Don Caudle).
On April 2, 2025, Heffinger was taken into custody at his residence without incident.
Heffinger has been charged with:
2nd Degree Kidnapping
Assault by Pointing a Gun
Discharging a Firearm Within an Enclosure to Incite Fear
Misdemeanor Crimes of Domestic Violence
In addition to these charges, Heffinger was officially served with the Protective Order (50B).
He has been placed in the Rockingham County Detention Center with NO BOND and is scheduled to appear before a judge on April 3, 2025.
Due to safety concerns, the identity of the female victim is being withheld.
Authorities have indicated that further charges may be forthcoming as the investigation continues.
The Rockingham County Sheriff’s Office urges anyone experiencing domestic violence to seek help and report incidents immediately.
