Martinsville Police Department Announces Promotion of Jim Lovell to Deputy Chief of Police

Martinsville, VA – The Martinsville Police Department is proud to announce the promotion of Captain Jim Lovell to Deputy Chief of Police, a role that reflects his 26 years of dedicated service to the community.
Deputy Chief Lovell, who has served as the Captain of Operations for the last two years, brings a wealth of experience to his new position.
His career at the Martinsville Police Department spans multiple leadership and operational roles, including serving as Lieutenant, Sergeant, Investigator, and Patrol Officer.
Additionally, Lovell has contributed his expertise in specialized areas such as serving on the department’s SWAT team, Honor Guard, Motor Unit, and Accreditation Team.
He is also a highly regarded Field Training Officer.
A well-rounded law enforcement professional, Deputy Chief Lovell has demonstrated his commitment to training and development. He has previously instructed in areas such as defensive tactics, firearms, and Lawfit at the Piedmont Regional Criminal Justice Training Academy, helping to shape the next generation of law enforcement officers.
“Jim’s promotion is a reflection of his leadership, dedication, and the high regard in which he is held by both his colleagues and the community,” said Chief Rhoads. “His experience and commitment to public service will be invaluable in his new role.”
Deputy Chief Lovell is also recognized for his extensive professional qualifications.
He is a VACP Certified Law Enforcement Command Executive and has completed the VACP Professional Executive Leadership School through the University of Richmond. Additionally, he holds an Associate of Applied Science Degree in Administration of Justice from Patrick & Henry Community College and has participated in numerous other leadership trainings and certifications.
At a promotional ceremony held this morning, Deputy Chief Lovell, along with Chief Rhoads, was recognized by Interim City Manager Rob Fincher and Sheriff Steve Draper for his distinguished career and advancement.
“I am honored to be given the opportunity to serve the citizens of Martinsville in this new capacity,” said Deputy Chief Lovell.
“I look forward to continuing to work with our team to enhance the safety and well-being of our community.”
