Blacksburg Man Faces 55 New CSAM Charges

BLACKSBURG, Va. — A Blacksburg man accused of kidnapping a Milwaukee teenager and holding her against her will for nearly four years now faces 55 additional charges involving the possession of child sexual abuse material.

Owen Lars Anderson, 37, was arraigned Tuesday in Montgomery County Circuit Court on the new charges. The FBI is assisting with the examination of digital evidence seized during the investigation, and federal charges remain possible. WDBJ7

The investigation began May 23 when Blacksburg Police responded to a reported domestic disturbance. Officers connected the alleged victim with local resources before determining that she had been reported missing from Milwaukee as a juvenile.

During a follow-up interview, the victim reportedly warned investigators that Anderson was armed and could respond violently. Police then deployed a tactical team to execute a search warrant at his home.

Anderson was arrested without incident. Police said he had two loaded handguns, 14 additional magazines, multiple knives and OC spray when he was taken into custody.

Investigators also seized numerous electronic devices and other digital evidence from the residence. Authorities said their review of that evidence resulted in the 55 new charges.

Blacksburg Police Chief John Clair described the case as extensive and complex, involving investigators in Virginia and Milwaukee as well as the FBI. A Blacksburg Police Internet Crimes Against Children investigator is continuing to work alongside federal agents.

Anderson also faces charges connected to the alleged abduction, including abduction and immoral acts with a juvenile, strangulation, child abuse and preventing a 911 call.

The investigation remains active. All charges are allegations, and Anderson is presumed innocent unless proven guilty in court.
