RUFFIN, NC – Wednesday around 9:30 PM, Rockingham County Sheriff's Investigators charged and arrested Kevin Scott Heffner, 48, of 249 Old U.S. 29 in Pelham, North Carolina with twelve counts of Disseminating Obscene Materials to a Minor and two counts of Statutory Sex Offense. Heffner is the Pastor of Victory Baptist Church and the Principal of Victory Baptist Academy, both of which are located at 2073 Oregon Hill Road in Ruffin, North Carolina.
Kevin Heffner was placed in the Rockingham County Detention Center under a $1,000,000 secured bond and is scheduled to appear in court on September 9.
This investigation is ongoing. Information about the minor involved is not being released by the Rockingham County Sheriff's Office.
